Who needs the OSCE?

The December Duma elections are a ways off, but that doesn't mean that the Kremlin isn't cooking up ways to tell the Organization for Security and Cooperation in Europe to bugger off in advance of its upcoming request to send election observers to the polling stations. In one of the more incredulous suggestions designed to supplant the need for the OSCE poking its collective nose around the Duma elections, The Moscow Times reports Central Election Chairman Vladimir Churov as thinking that local football fans should be an acceptable substitute for trained election observers.
